From 14 November 2025, offshore visa applications are processed on a traffic-light system (Ministerial Direction 115) — students applying to institutions using less than 80% of their enrolment cap get faster processing. The 2026 National Planning Level caps new international enrolments at 295,000 places nationally, and applicants can no longer switch from a Visitor visa to a Student visa while onshore.
